HOMICIDE DUE TO GOVERNMENTAL NEGLIGENCE IN RAINY TIMES, LEAVES THE POPULATION IN CRY, REVOLT AND DEEP SADNESS

 IN TIMES OF CLIMATE CRISIS WITH MASSIVE TORRENTIAL RAINS, NEGLIGENCES ARE INADMISSIBLE

14-YEAR-OLD BOY LOST HIS LIFE AFTER FALLING INTO THE DRAINAGE DITCH ABANDONED BY THE CAZENGA MUNICIPAL ADMINISTRATION.


This is one more sad story of a 14-year-old boy that lost his life last Saturday afternoon, the 26th, after falling into the ditch that the Municipal Administration of Cazenga opened, in the 7ª Avenida region, for works, under the Integrated Plan of intervention in municipalities.

Citizens accuse administration of “negligent homicide”

Residents said they were two teenagers who went into the ditch, looking for the ball that had fallen into the hole, when they were playing football. Quickly the population took over and rushed to the scene, having managed to rescue one alive. The other disappeared for a while, submerged in the waters (at the bottom of the ditch there was a lot of silt that caused the boy to get stuck there).

The residents called the fire brigade, but only after 40 minutes a vehicle arrived with "five men, with a small ladder”. Neither the government nor the company contracted for this work assumed the error, only sent a note of condolence to the bereaved family. 


To see the problem solved, residents say they have already appealed to the administration, with letters, but never got answers, and so they are considering holding “a mega manifestation” to pressure the provincial government.

 The victim in life was called Lutumba Kiala (affectionately called Nzuzi) died at the age of 14, fell into the ditch while playing ball. He had a bright future in the world of football ahead of him.


"Two weeks ago, in that big rain, two boys had already fallen into the hole. Thank God they didn't die.” The macro-drainage ditch is about 15 meters wide and two meters deep.

It should be noted that the construction of this same ditch has been stopped since February, causing serious problems in the community such as increased delinquency and mobility. When the ditch is dry bandits hide inside to plot and rob people at night and at dawn, and when the rain comes it always causes accidents.

In the next few days, a process for the civil and criminal liability of the Municipal Administration of Cazenga “for homicide by negligence” will be presented to the bodies of law.

"The rainy season has arrived and the citizen will continue to face the same problems of several years”, they lament.
